Mandatory minimum contributions, heterogeneous endowments and voluntary public-good provision

چکیده
In a public-good experiment with heterogeneous endowments, we investigate if and how the contribution level as well as the previously observed fair-share rule of equal contributions relative to one’s endowment (Hofmeyr et al., 2007; Keser et al., 2014) may be influenced by minimum-contribution requirements. We consider three different schedules: FixMin, requiring the same absolute contributions, RelMin, requiring the same relative contributions, and ProgMin, requiring minimum contributions that progressively increase with the endowment. We find that minimum contributions exert norm-giving character and may lead to an increase in average group contributions. This is especially true for the progressive schedule. On the individual level, this schedule leads to higher relative contributions by the wealthier players and thus violates the fair-share norm. On the group level, it leads to the highest contribution level and the lowest inequality in total profits as measured by the Gini index. JEL classification: C92, D63, H41

Voluntary provision of threshold public goods with continuous contributions : experimental evidence
This paper examines experimentally the effects of allowing individuals to contribute any desired proportion of their endowments toward a threshold public good. Permitting continuous rather than binary ‘‘all-or-nothing’’ contributions significantly increases contributions and facilitates provision. A money-back guarantee further encourages provision, especially when the threshold is high. A high...

Abstract We conduct public goods experiments in which participant groups are heterogeneous in regards to the source of their endowments. We find that this dimension of heterogeneity significantly reduces contributions...
متن کاملCultural Education and the Voluntary Provision of Cultural Goods: An Experimental Study
We study the effect that the possibility of investing in cultural education has on the voluntary contributions to a cultural good. This is done in a two-stage public-good experiment. We also provide treatments with different context in order to control for a possible framing effect. Our results show the absence of an effect of cultural education on the contributions to the cultural good and a s...
متن کاملVoluntary Provision of Public Goods for Bads: a Theory of Environmental Offsets*
This article examines voluntary provision of a public good that is motivated, in part, to compensate for activities that diminish the public good. Markets for environmental offsets, such as those that promote carbon neutrality, provide an increasingly salient example. An important result is that mean donations do not converge to zero as the economy grows large. The equilibrium is solved to show...
متن کاملProvision Point Mechanisms and Over Provision of Public Goods¤
Charities often let the sum of contributions determine the quantity of services to provide. Some organizations, however, have the option of setting a minimum threshold necessary for provision of the public good, allowing donors to pledge donations contingent on the threshold being reached. Contributions are only collected when su±cient funds have been pledged. We show that contribution-maximizi...
